Helmet Laws
Bicycles: Helmets are required for riders under 16 years old.
E-Bikes:
• All riders of electric bicycles are required to wear a helmet, regardless of age.
• Applies to both operators and passengers.
E-Bike Classification
Hawaii recognizes e-bikes but does not use the 3-class system. Instead, electric bicycles are defined by:
A motor of less than 750 watts
A top assisted speed of no more than 28 mph
Must have fully operable pedals
✔ E-bikes are not motor vehicles, but must be registered with the county.
✔ No insurance or driver’s license is required.
Where You Can Ride
Sidewalks: Riding on sidewalks is generally prohibited for bikes and e-bikes.
Bike Lanes:
• E-bikes are allowed unless signage indicates otherwise.Multi-Use Paths / Trails:
• Permitted if not specifically restricted by county or city ordinance.Roadways: Riders must follow the same rules as bicycles and ride on the right side of the road.
Age Restrictions
Riders must be at least 15 years old to operate an e-bike in Hawaii.
Lights & Equipment
Night riding requires:
• White front light visible from 500 feet
• Red rear reflector or lightFunctional brakes and reflectors are required by law.
