Helmet Laws
  • Bicycles:
    No statewide helmet law in Missouri.
    • Some cities (e.g., St. Louis, Kansas City) require helmets for riders under 16 or all ages.

  • E-Bikes:
    No statewide helmet requirement, even for Class 3.
    • Local ordinances may apply. Helmet use is highly encouraged, especially for younger riders and high-speed e-bikes.


E-Bike Classification

Missouri follows the federal definition of e-bikes but has not adopted the 3-class system in state law.

  • E-bikes are treated as bicycles, not motor vehicles, if:
    • They have motors under 750 watts
    • Do not exceed 20–28 mph (depending on assist type)

✔ No license, insurance, or registration is required.
✔ E-bikes must still follow bicycle traffic rules.


Where You Can Ride
  • Sidewalks:
    Local discretion — sidewalk riding is allowed in some cities, banned in others.

  • Bike Lanes:
    • E-bikes are generally allowed unless restricted locally.

  • Shared-Use Paths / Trails:
    • Permitted for Class 1 & 2–type e-bikes, depending on the managing agency.
    Class 3 or throttle-based bikes may be restricted.

  • Roadways:
    • E-bikes may be ridden on all roads where bicycles are allowed, except highways or interstates.


Age Restrictions
  • No state-imposed minimum age, but riders of higher-speed e-bikes should be 16+ for safety.

  • Local regulations may set age limits for throttle-assist or faster bikes.


Lights & Equipment
  • Required at night:
    • A white front light visible from 500 feet
    • A red rear reflector or light visible from 500 feet

  • E-bikes must have functional brakes and reflectors for safety.
