Helmet Laws
  • Bicycles:
    • Helmets are required for riders under 16 years old.

  • E-Bikes:
    All e-bike riders under 16 must wear helmets.
    • Helmet use is strongly recommended for all riders, regardless of age or bike class.


E-Bike Classification

Oregon recognizes the standard 3-class e-bike system, with the following definitions:

  • Class 1: Pedal-assist only, up to 20 mph

  • Class 2: Throttle-assist (no pedaling required), up to 20 mph

  • Class 3: Pedal-assist only, up to 28 mph

✔ E-bikes are not considered motor vehicles.
No license, registration, or insurance required to operate.


Where You Can Ride
  • Sidewalks:
    • Bicycles are generally allowed, but e-bikes are restricted in certain areas.
    • Some cities (e.g., Portland) prohibit e-bikes on sidewalks in business districts.

  • Bike Lanes:
    • All e-bike classes may use bike lanes unless restricted by local law.

  • Shared-Use Paths / Trails:
    Class 1 & 2 typically allowed.
    Class 3 may be restricted on unpaved or off-road trails.

  • Roadways:
    • All e-bike classes allowed on roads where bicycles are permitted.


Age Restrictions
  • Riders must be at least 16 years old to operate any class of e-bike in Oregon.

  • This applies even to Class 1 e-bikes.


Lights & Equipment
  • Required for night riding:
    White front light visible from at least 500 feet
    Red rear reflector visible from 600 feet

  • Brakes must allow riders to stop within 15 feet from 10 mph on dry pavement.
