Helmet Laws
Bicycles:
• No statewide helmet law, but many cities and counties (e.g., Seattle, King County) require helmets for all ages.E-Bikes:
• No statewide helmet mandate, but helmets are strongly encouraged—and may be required locally.
• Riders should always check city or county rules before riding.
E-Bike Classification
Washington State follows the 3-class e-bike system, which includes:
Class 1: Pedal-assist only, up to 20 mph
Class 2: Throttle-assist, up to 20 mph
Class 3: Pedal-assist only, up to 28 mph
✔ E-bikes are not considered motor vehicles.
✔ No license, registration, or insurance is required for Class 1–3 e-bikes.
Where You Can Ride
Sidewalks:
• Generally allowed, but can be restricted by local ordinance.
• Some cities prohibit e-bikes on sidewalks in business districts.Bike Lanes:
• Class 1 & 2 allowed.
• Class 3 allowed only if adjacent to or part of the roadway.Shared-Use Paths / Trails:
• Class 1 & 2 permitted unless otherwise posted.
• Class 3 e-bikes are typically prohibited on trails unless allowed by signage.Roadways:
• All classes allowed where bicycles are permitted, except where posted otherwise.
Age Restrictions
You must be at least 16 years old to operate a Class 3 e-bike.
No age restriction for Class 1 or 2, though riders under 16 should be supervised.
Lights & Equipment
For nighttime use, Washington law requires:
• A white front light visible from 500 feet
• A red rear reflector or light visible from 600 feetE-bikes must have working brakes, and reflectors on wheels/pedals or frame.
